OVERVIEW OF MCKINNEY-VENTO

The McKinney-Vento Homeless Assistance Act of 1987, reauthorized in January 2002, ensures educational rights and protections for children and youth experiencing homelessness. Our program provides educational support for families and youth who lack a fixed, regular, and adequate nighttime residence, thus allowing opportunities for students to achieve academic success.

Contact KFCS Liaison Kirstin Doveri, if you know students or families who lack a fixed, regular, and adequate nighttime residence as defined below:

  • temporarily sharing the housing of other persons due to economic hardship;

  • living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative adequate accommodations;

  • living in emergency or transitional shelters; or are abandoned in hospitals;

  • children and youths who have a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings;

  • children and youths who are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings;

  • youth who are living without a parent or guardian due to abandonment by their family, being kicked out, or running away from home and living in any of the situations described above.

INDICATORS OF POSSIBLE HOMELESSNESS

  • Chronic hunger and/or tiredness

  • Enrollment at many different schools

  • Inconsistent school attendance or tardiness

  • Grooming and personal hygiene issues

  • Consistently comes to school without homework, books, supplies, or signed papers

  • Incompatible clothing for the current season or incorrectly sized clothing

  • Changes in behavior, characterized by shyness, withdrawal, nervousness, anger, or aggression

  • Mentions staying with family, friends, or not sure where they are staying on future nights

McKinney-Vento students and families may be eligible to receive the following supplies, services, and referrals based on availability:

  • Backpacks

  • Food Assistance & Free or Reduced Lunch

  • Transportation

  • Missing Enrollment Documents

  • School Supplies

  • Medical/Dental/Vision Insurance

  • Academic Support & After School Program

  • Info about shelters, housing & energy assistance

  • Clothing/Coats/Shoes

  • Mental Health Referrals

  • School Fees

  • FAFSA Letter

  • Hygiene Supplies

Under the McKinney-Vento Act, you have the right to:

  • privacy and confidentiality regarding your living situation;

  • an advocate that can help you with transportation, school supplies, academic support, and community resource information;

  • enroll and attend classes immediately at your neighborhood school even if you are unable to provide proof of residency, immunization records, or other documents;

  • attend the school of origin (the school the student attended when permanently housed) until the end of the school year, even if you become housed or move out of the district, if feasible;

  • receive written explanation and appeal if educational placement is denied;

  • attend school while a dispute resolution or disagreement is resolved;

  • receive transportation to and from your school of origin;

  • access school services needed such as Title I-A, Special Education, Migrant Education, ELL Services, and Talented & Gifted (TAG) services;

  • participate in extracurricular activities;

  • free and reduced school meals.
